If you don't use PAM then check out the CONSOLE_GROUPS option of the
/etc/login.defs file. If you do use PAM then check out /etc/pam/login
and /etc/security/group.conf.
The PAM way is probably "safer" than the login.defs method, but
"convenient" is a better word in both cases.
