It was a bug in ipchains structure in some kernels ( <=2.2.10 ??? ). First
ipchains configuration worked ok but when you tried flush any/all ipchains
rules then ... and you have to restart system :( 

Try latest 2.2.16 - it has (for me) at least advatages:
- security (Debian kernel 2.2.15 has it too)
- it works better on low memory systems (my server is 486/33 20MB RAM and
  has 20-30 MB on swap)
- it works on on my old 486/66 8MB laptop !!! (2.2.11-2.2.15 - these I tried - had
  problems, maybe with irq hardware)
