Cloning Disks

Hi,
I have two identical disks in my Debian system.
The first disk has the OS, I would like to
clone the second disk and be able to boot
from it(using a rescue diskette). I used the
"dd" command

  # dd if=/dev/hda of=/dev/hdb

I was able to mount /dev/hdb1 and edit
/etc/fstab and /etc/lilo.conf. I am not
able to boot from the second disk with
a rescue diskette

  boot: rescue root=/dev/hdb1

Is there a work around. Thanks.

-Shane
