daylight savings time problem with potato?

Arriving at work this morning I notice that my Debian box (running
up-to-date potato) still thinks it's standard time. A similarly
configured RedHat 6.0 box reports daylight savings time.

Am I missing something?

# date
Mon Apr  3 09:38:53 EST 2000
           ^^^^^^^^^^^^

# cat /etc/timezone
SystemV/EST5EDT

# hwclock --show
Mon Apr  3 14:38:54 2000  -1.001596 seconds

# grep ^UTC /etc/default/rcS
UTC=yes
