I'm still able to reproduce my errors easily on this system:
ii  nis             3.4-1          Clients and daemons for the Network Information
ii  libc6           2.1.2-0pre4    GNU C Library: Shared libraries and timezone

Client and server are the same machine

[14:23:56 root@badlands:~ 0]$ ypcat passwd
yp_all: clnt_call: RPC: Timed out
No such map passwd.byname. Reason: Internal NIS error

ypserv log shows:

ypproc_domain("badlands") [From: 127.0.0.1:641]  <<-- from ypbind
connect from 127.0.0.1
        -> Ok.
ypproc_all_2_svc(): [From: 127.0.0.1:638]        <<-- from ypcat
                domain = "badlands"
                map = "passwd.byname"
connect from 127.0.0.1
ypdb_close_all() called
        db_open("badlands", "passwd.byname")
                ->Returning OK!
Opening: badlands/passwd.byname (0) 8057ae8
         -> First value returned.
ypproc_domain("badlands") [From: 127.0.0.1:641]  <<-- from ypbind
connect from 127.0.0.1
        -> Ok.
