upgrading to slink 2.1r4

Hi, 

what is the correct way to upgrade to slink2.1r4 using apt?

apt-get update; apt-get dist-upgrade??

Doing this only upgrades 12 minor packages on my original 2.1 system.

Please cc: any replies to me, as i'm not on the list.
