Since the program will be run from the init scripts by name changing the
name will cause it not to be found.  Take a look in /etc/init.d/netbase.

Of course, you could also remove the call from the init script but you
may not want to do that.

Part of the problem is that in slink there is one init script for the
whole of netbase, so disabling the entire script probably isn't the best
policy.  In potato there's a seperate init script for portmap so you could 
cause the init script to exit or remove it from the relevant runlevels.
