Your system can now use Unix98 ptys. However, programs like telnetd, xterm,
screen etc. need to be configured at compile time to use them. If you use
the "unstable" versions of these programs, they wil use Unix98 ptys; if you
continue to use the "stable" versions, they will not be aware of the Unix98
ptys.

If you want telnetd to use Unix98 ptys, yes. It's not necessary to update
all applications for one to use Unix98 ptys though.
