problem: floppy access

If I try to mount as root, I get this:
mount: /dev/fd0 is not a valid block device

If I use mdir (mtools), I get this:
Can't open /dev/fd0: Device not configured
Cannot initialize 'A:'

What is the problem?

My fd0 device file looks like this:
brw-rw----   1 root     floppy     2,   0 Mar  3  1999 /dev/fd0

Any suggestions, remedies?
