You must first mount the device--either floppy or cdrom. read the mount man pages.
Man pages are our friend.

mount the floppy  (you read the mount manpage, right?) ;-)
cp foo.bar /floppy or /dev/floppy

Didn't see your initial post. How are you connecting? (pon, etc...) How did you
configure your connection? (pppconfig,etc..)
