Define "unresponsive"

A few things to check:

- do not use the /dev/cua* devices. Use _only_ /dev/ttyS*
- make sure there is no getty running on the serial port (/etc/inittab)
- if you need a getty, use mgetty as that is the only one that
  knows how to lock/unlock the port properly
