IIAC Internet Newsletter

The first Issue, published on September 20, 1999

Inchon International Airport Corporation (IIAC) will publish the IIAC Internet Newsletter beginning with this first issue of September 22, 1999, in both English and Korean with updated news for Inchon International Airport (IIA). The news will include the current status of IIA construction project such as progress, commissioning and operational readiness, etc. The newsletter will be delivered on the 20th of every month through E-mail to domestic and overseas airlines, aviation international organizations, major world airports, news media and international investment companies, etc.

Inchon International Airport 

	Now, Inchon International Airport (IIA) is being in full swing as the construction shoveled in November, 1992, with an aim to open the airport in the year of 2001 and become the hub of North-East Asian aviation. The IIA is being built as a phased construction on reclaimed land between two islands, Yongjong and Yongyu, which were connected by a 17.3 km long dike. The airport site covers 5,617 hectares. The first phase of construction, which budget is about 5,300 billion won will be completed by the end of 2000, covering 1,174 hectares and including nearly 120 airport facilities such as Passenger Terminal 1, Cargo Terminals, two runways, Airport Control Tower, Airport Integrated Communication Center, and Transportation Center, etc. 
Furthermore, IIAC is constructing approximately 165,000m2 scale of International Business Center and developing 2,200,000m2 scale of the Airport Support Complex which is 5km away from the airport. IIA, located 52km from downtown Seoul, is developing a new 40.2km long Airport Expressway with six to eight lanes that will cross with a north/south riverside roadway of Han River constructed by private sector investment.
IIAC plans to complete the 1st phase construction by the end of June 2000, and commence the start-up and commissioning of IIA from the July of the year. Upon completion of Phase 1, the new airport will be capable of handling 170 thousand flights, 27 million passengers and 1.6 million tons of cargo annually. 
The construction phases of IIA will be divided into four phases beginning in 1992 with final completion in the year 2020, taking into account of the air traffic demand and the financial resources of the construction. By the year 2020 of completion of the final phase, the airport will have 4 runways, 2 Passenger Terminals of 875,000m2, and cargo terminals of 806,000m2 having the capacity to handle 530 thousand flights, 100 million passengers and 7 million tons of cargoes annually. 

IIA Project Progress 

	IIA has reached 77.8% progress in the end of August 1999 and the progress goes well as scheduled. IIA progress goal for the end of this year is to reach 89.9%. If the progress goes on a cruse according to the project schedule, the shape of the airport will be almost complete.
The Airport Control Tower has already been completed early this month, yet interior construction is still under way. The Airport Integrated Communication Center will also be finished in the end of this month. Construction of Passenger Terminal Building, one of the core buildings of IIA, has reached 65.6% of completion at the end of August this year. The terminal has been designed with two basement floors and four floors above ground. Currently, the exterior wall of the terminal has been almost finished, and the interior and finish works are proceeding.
In Phase 1, 2 runways of 3,759m long and 60m wide are under the construction, which has reached 74.8% progress at the end of August this year. The Transportation Center, which has completed excavation and pile driving works in the end of last year, showed 37.4% completion of the structure works for foundation and deck as of end of August this year, and expecting 51.7% finish by the end of this year. The parking facilities will be located in the 3 basement levels and there will be outdoor ground-level parking for handling a total capacity of 5,000 vehicles. The Airport Expressway of 40.2km long that will connect Seoul and the IIA is well advanced. The Expressway will be built under BOT (Build, Operate, Transfer) method and be supported by private capital. It has been reached 82.7% by the end of August this year and is schedule to complete by November 2000.

Airport Facilities

Passenger Terminal Building
 
IIA comprises 120 large and small sized buildings. In this first issue of newsletter, we would like to introduce the passenger circulation of the Passenger Terminal Building, which is one of core buildings of IIA.

	The Passenger Terminal Building with two basement floors and four floors above ground is symbolical building of IIA. A total floor space of 496,000 m2 with 1,066m long, 149m wide and 33m high scale adds convenience for transfer passengers to transfer within the same Passenger Terminal Building.
As you enter the Airport Expressway you will find out that it will take only 20 minutes to reach the Passenger Terminal Building. Between a 40.2km long new Airport Expressway connecting Inchon to Yongjong Island, there is a 4420m long double-deck suspension bridge to cross the sea. Upon arriving at IIA, the first thing you will face is the Transportation Center, located in Passenger Terminal 1 and Terminal 2.

The Transportation Center having a total floor space of 250,000 m2 is the major facility for airport transportation system. There is a subway platform on the fourth basement and parking facilities from 1st to 3rd basement for a total capacity of handling 5,000 vehicles. The Passenger Terminal Building is designed to meet a variety of passenger convenience needs. As you take the elevator you can reach the main hall of the Transportation Center along the pedestrian gallery. Then, upon crossing a viaduct finished with a transparent glass through moving side walk, 12 Welcome Gardens located in front of the Passenger Building will spread before you. 

When you enter the Passenger Terminal Building, you will then arrive at the 3rd floor departure level, which has the Korean traditional celadon-like atmosphere of Koryo dynasty. The Check-in counter, designed as islands lay out in modular units with spatial symphony of light and architectural finesse will welcome you. There are 7 Check-in islands which have 36 Check-in Counters respectively. At the Departure floor, a total of 252 Check-in Counters can handle approximately 6,400 passengers and 32,000 baggage per hour. 
As you pass the Security Inspection area, the Airside will spread before you. Upon coming out from the Departure Passport Control, you will enter into a Boarding Lounge which roof trusses are designed to be structurally effective in modular units and are emphasized architecturally by the installation of long bands of the skylights between each unit. The Boarding Lounge provides level of comfort and convenience to the passengers, having concessions and duty-free shops. The passengers may wait for boarding in the lounges surrounding Curtain Wall of the terminal. Departure process can be completed within 30 minutes.

	The Ground Floor Arrivals Level is classified as Baggage Claim Area, Customs inspection Area, and Meeters/Greeters Halls. After getting off from the airplane, the passengers will enter second floor of the terminal and be travelling along the arrival corridor through moving sidewalk. At there, taking a view of an apron is possible. The arriving passenger will then pass 168 Arrival Passport Controls. After having completed the arrival inspection procedure, the passengers are led down to the baggage claim area through the vertical circulation cores.
As they arrive at the lower level, passengers are greeted by 8 high-tech water walls and reflecting ponds alongside wood finished columns and warm cove lighting, all designed to deliver feelings of comfort and relaxation after a long journey. The arriving baggage will be delivered to the baggage claim area within 5 minutes from unloading. After picking up the baggage and having completed the custom inspection procedure, the passengers are led to the Meeters/Greeters Hall. In the Meeters/Greeters Hall, 2 floors are designed without division between floors to deliver the openness, and the carpet on the floors add feelings of comfort and relaxation. 

	The transfer and Transit Passenger, after arriving at the second floor, may pass the security check only at the 6 transfer points, and then come up one more floor to the third floor-departures level. In this area, all concessions are provided to the passengers. The departure hall is designed to provide simple circulation for efficient and smooth security check, and customs declaration and passport control procedure are expected to gain preference of the passengers. With a 10 minute completion of transfer baggage handling facility, it enhances the convenience and rapidity to the passengers.
This level provides a concentration of comfort and convenience facilities dedicated to providing passenger comfort. In airside, various recreational facilities, mini hotels, CIP lounge and public lounge are located for long stay transit/transfer passengers. On the landside restaurants, fashion boutique and souvenir shop are located to provide services for pre-departure passengers and visitors.

Test & Commissioning Status
The start-up & commissioning is to be conducted by phases for one and a half years. The first phase is component testing of each equipment being followed by the system function commissioning. By June 2000, the systematic test is processed. From July 2000, the integrated system commissioning including system integration test is begun. For the final phase, from October 2000 the virtual passengers, the cargoes and the airplanes are used to simulate the actual operational circumstances completing the trial operation.
Component test is already begun by contract packages from July 1999. Baggage Handling System of Passenger Terminal began in July 1999, and Gas Constant Pressure System of Co-generation Power Plant in August 1999. System test is being performed by seven superior divisions comprised of electricity, fire-fighting, mechanical systems, electronic systems, system integration, information communication, utility, and plant-which are also subdivided into 722 subsystems, or system breakdown by area, building, floor and etc. 
Elevator & escalator system begins the trial run in October. Trial run for Electrical System Installation in Passenger Terminal, Airfield Lighting System Cable and Apron Flood Lighting will be held in November. Gray water system goes into the trial run phase in next February, Automated Communication System including Flight Information next March, Integrated Security System, Air Traffic Control System and ILS in April 2000. 

The nerve system of the airport operation, IICS (Integrated Information and Communication System) is to undergo through various types of trials. TBTL (Temporary Benchmark Test Laboratory) checks and corrects the possible errors and faults in actual operation by installing the downsized airport operation and administration systems. It already has finished tests on five systems including Public Address System, and now is checking remaining seven systems. In November, TBTL takes the test of inter-related actions by transmitting and receiving the interfacial data. From January to June 2000, it gradually checks the linked capabilities between site facilities and IICC (Integrated Information and Communication Center). Now, 20km long system tube is being built and the system installment will be finished by next January. 

Operation Readiness Status

Inchon International Airport Corporation (IIAC) set up "Airport Operational Readiness Division" in September 1998 to prepare the successful opening and operation of the airport. For Airport Operational Readiness Division, staff from related authorities including Ministry of Justice, Korea Customs Service, Korea Meteorological Administration, National Police Agency, Seoul Regional Aviation Administration and Korea Airport Authority and Commercial Airliners are dispatched and organized. Last May, IIAC held a workshop on the airport opening by inviting Mr. Tamilus Bin Hussein, a president of Kuala Lumpur International Airport, which newly opened in June 1998. And IIAC enlarged and strengthened the operation readiness organization in last July. 
While it has set up a tentative task force team comprised of 19 members till October to build a master plan of the new operational organization based upon the facilities operation plan. The team will perform the case studies on organization, staff, and budget of the other airports. And economic feasibility study is to be done by the team by calculating required facilities and maintenance methods in operational phase to bring forth the outsourcing policy. IIAC estimates that total of 4,500 human labor is required while securities and housekeeping are outsourced. In the near future, Readiness Division will develop management and marketing strategy to set up the organizations for the management as well as the maintenance. By the end of this year, it will decide layout plan of residing authorities and airliners, and is going to begin the invitation for commercial and convenience facilities like duty-free-shop of Passenger Terminal and the ground operation companies. Also, Readiness Division will examine the access system to the airport, fix the airport service charge policy while trying to furnish laws and rules related to the airport opening. 

Tidbits on Inchon International Airport

Analysis report on IIAC's financial situation expected to be made next month 
An analysis report on Inchon International Airport Corp. (IIAC)'s financial situation, which has been carried out by a consortium led by CSFB of the United States, is expected to be made within next month. Based on the analysis report, IIAC will make a concrete strategy to induce private direct investment and encourage in earnest private investors, especially foreign investors to invest in IIAC.
Following the government's plan, IIAC will sell up to 51 percent of its stake to private investors including foreign investor by 2002. Presently, the government owns whole stake of IIAC. 
IIAC, founded in February 1999 with paid-in capital of 1.67 trillion won, plans to increase its capital to 4 trillion won through direct investment from both home and abroad.
World's famous airport operating agencies including British Airport Authority and Airport De Paris and foreign investors are said to be interested in investing in IIAC.

Rental plan of concessions inside passenger terminal   

IIAC plans to rent concessions such as duty-free shops, restaurants and stores to investors through international competitive bid from November. At present, 5.9 percent (roughly 2670§³) of passenger terminal's total floor space is secured for concessions. About 200 concessions such as duty-free shops, restaurants, stores, sauna facilities and banks will be housed.
Taking it into consideration the time needed for interior work of each concession, IIAC plans to offer a tender step by step for selection of operators.
Bids for concessions whose interior work needs relatively long time will be placed first in order to help operators to have enough time to open their shops in accordance with the opening of the airport.
Operators for concessions whose size are relatively small and thus needs short time for interior work will be selected later.


Inchon International Airport Corp.

Inchon International Airport Corp. was established in Feb. 1, 1999 to construct and operate Inchon International Airport more effectively.
Set up as a stock company based on the special law of Inchon International Airport Corp. Act, IIAC takes a full responsibility for both constructing and operating the new airport.
The establishment as the stock company paves the road for IIAC to secure autonomy of management and induce private capital including foreign capital.
The board of IIAC is made up of a chief executive officer (CEO), an auditor, five standing directors and seven non-standing directors, while staff of IIAC is 614.
IIAC, founded in government-financed paid-in capital of 1.67 trillion won, plans to increase its capital to 4 trillion won through inducement of private capital, especially foreign capital.
Even after the opening of airport in 2001, IIAC will carry out further development of IIA step by step until 2020 following increase in the aviation demand.
