Actually, it isn't :) It used to describe itself as a front end for latex, but it went beyond that a couple of years ago. Therehad been plans for 1.2 to use latex as its file format, but that was dropped. It imports almost all latex with reLyX, and still outputs by using latex, but keeps information that would be lost in latex format. Also, other formats (xml) will be added.
