Read http://www.debian.org/doc/maint-guide/ to learn how to do it
properly. There's a few steps in there that you can't do as a
non-maintainer (e.g. uploading to master), but you will end up with a
perfectly valid deb.
Also, if there's a package of a similar program (for example, all CPAN
perl libraries are extremely similar when it comes to packaging), you
could look to it as an example while you follow the steps on the page
above.
