It isn't necessary to do that.  If you remount it read-only (which is why
you go to single user mode) then it is every bit as safe as rebooting from
a floppy but much less hassle.

If you're not doing / or /usr you haven't even got to go to single user
mode.  Just unmount the relevant partition.
