This is a summary of what I have done:

I set the APM option in the kernel 2.2.10.
if I do "halt", my box act like the use of "reboot" : it reboots
using the shutdown of windows95 act as i want : power off the computer
the command :
        #ps aux |grep apm
           root      2169  0.0  0.3  1148  416 pts/0    S    15:39   0:00 grep apm*

to be sure I am recompiling my kernel.
