I'm not sure what you mean. Do you know how pgp works? (roughly)
If you wnat to send encrypted mail to people, you need their keys,
which you can get from them directly or from a server like
http://pgp5.ai.mit.edu/
If you want to sign messages, you need to generate your own pgp key
pair. In order to do this you need pgp. The documentation that comes
with it should tell you most of what you need to know.
If you have already read the documentation or you still have questions
after reading it, please repost with a more specific question.
