I can't help you with ssltelnet specifically, but I can
help you with getting source and non-us packages.

Add this to /etc/apt/sources.list:
deb http://non-us.debian.org/debian-non-US unstable non-US/main non-US/contrib non-US/non-free
deb-src http://non-us.debian.org/debian-non-US unstable non-US/main
and run "apt-get update" to be able to grab sources and packages from
non-US.
You will need to grab the newer APT from potato.

Hmm..I've always done "debian/rules binary" after the dpkg-source stage
to build a package once I have the source.
With the above stuff in sources.list, an
"apt-get -b source ssltelnet" will download/compile the package.
