...looks to me like some device locked the modem and forgot to unlock it, possibly the instance of pppd that bailed with the "ppp support not in kernel" error?
try cleaning out "/var/lock/LCK..ttyS*".alternately, reboot your system and let the system startup scripts do it for you.
