I don't know (I don't think so), but there would be no value in doing
this. You should describe your environment in more detail.

Unless you mean, I am a router for several devices on my network; and I
want to control how much bandwidth they get on an individual basis.  In
that case the answer is yes; you want the traffic shaper in the 2.1 and
later kernel.  Also, you wouldn't need aliases for this.

There is no reason kernel-wise why you couldn't do this, because
assignment of IP addresses is handled in user space.  i.e. the kernel does
not know nor care the difference between dynamic and static IP addresses.  
However, the only program capable of assigning dynamic IP addresses on an
ethernet card is gated, which is extremely complex and probably not what
you want anyway.
