xmodmap problem?

I have set up a new .pke file for a dvorak keyboard by cut and pasting
from the original keymap.  Regardless of what I put in #48 (' "), when
I press that key the messagie "arg: -1" comes up and the next keypress
is not echoed.

Anyone got any ideas?
