Linux can do it to some extent. It depends on what the device is. If you
ad another disk, it will usually be detected at boot provided the drivers
for that device are available (most kernels shipping with distro's will
probe for many devices at boot, custom-buit kernels often have unneeded
drivers stripped out). As for printers, I am not aware of any that will
detect and install support because there are so many different printing
interfaces. Windows has only one standard interface for printing. Windows
also will not detect new network printers, only printers directly
attached that respond to their probing.

The answer is that it depends on the device you are installing and the
configuration of the kernel that boots.
