Well I can't help with IDing the mobo, but to check if the turbo
is turned off, here are a couple of typical Bogomips:
486DX 33MHz 16 bogomips
486DX2 66MHz 26 bogomips
so you ought to get more than that if it's on, and a lot less if off.
