You should find zip-crypt and  unzip-crypt in non-US. On my
system, I find:

$/var/local/debian/debian-non-US/dists/slink/non-US/binary-i386[1]$ls*zip*
bzip_0.21-3.1.deb    unzip-crypt_5.32-1.deb  zip-crypt_2.20-1.deb
