[Q] not find CGI decoding program ?

I made a cgi script by  shell script as my book said.

but I can not do my script. 

I can not find cgiparse program( cgi decording program ).

I'm using debian 2.1+apache.

Which package do I install for getting decoding ?

What name is the decording ?

where is location path ?
