Here's what I used for a complete kde 1.1 installation on a hamm system
(just yesterday as a matter of fact). The qt1g package is from potato, I
think the rest of the (non-kde) packages are from slink.
You'll also need libc6 and its cousins from slink.

The way I did it was to put all these packages in /usr/local/kde_slink/
and then invoke
dpkg -i /usr/local/kde_slink/*.deb
Of course, YMMV.
