Netscape is ignoring cookies!

Help,

All of a sudden Nestcape is ignoring cookies.  The cookies file is
intact but Netscape is failing to use them or accept. I am using the
Netscape 4.5 packages from slink.  The permissions on the cookies file
is 600. I have also tried moving the cookies files to a backup location
to see if Netscape would create a new one and it does not.  Has anyone
else seen this?  I have the option set to accept all cookies.
