Well, that would mean that root has no password and has /bin/bash as its
shell.
ls -al /etc/passwd should show
-rw-r--r-- 1 root root 1441 Nov 10 09:51 /etc/passwd
If root doesn't have write permission, that would prevent it from being
updated when you run passwd.
