By the way, this issue is resolved, although I can't give you the reason.
*sigh*.

All I can say is that it had something to do with /etc/hosts.equiv
apparently.  After I removed that file scp worked as expected.
Unfortunately it still worked after I re-added the local machine
name in that file.
