Actually it is pretty simple. Get the debian rpm package and the
kernel-package package. Now, use RPM to unpack the SRPM. Configure it how
you want it then use make-kpkg to make a kernel-image or kernel-source or
kernel-headers or whatever package.
BUT ... I use Debian sources and I have those options. Did you copy
.config.save to .config before you tried your make <whatever>config?
WHich kernel version are you using? These options are all there when I do
make manuconfig with the 2.0.35 source package after copying .config.save
to .config
