These are wrong. Take out the :.* from between ^TO and the addresses:
^TO is a macro that contains everything you need, and putting colons
and wildcards after it just make it useless.
So, use:
* ^TOdebian-user@lists.debian.org
debian-english
:0:
* ^TOdebian-user-spanish@lists.debian.org
debian-spanish
