 Check that you have a line in /etc/inet.d like :
 
 smtp            stream  tcp     nowait  mail    /usr/sbin/exim exim -bs

 and make sure it is not commented out etc. 
 Note that if you make any changes, you'll have to restart
 inetd for changes to affect.
