There is also a software solution for preventing radiating data by
this way (See comp.risks, I think, look for "tempest"). 

The software in contrast, can be used to transmit sensitive data,
without the operators knowledge, too: It add's nearly invisible edges
to the image on the screen, but which are easily caught by the
detection equipment.
