security problem



i run on my debian 2  the telnet daemon:
i want the a particoular user named tonon  couldn't login to my pc by net
but only by console ..
he isn't root 

what files i need to edit?
i try to edit login.access and here it is as i configure it but it doesn't
work
any suggestion? thanks
