Try running gpmconfig if you haven't already. I've had success doing this;
when asked if I wanted to test my settings, I answered yes. The test
routine then managed to find my mouse.

When I've done just a base install using the 5 or 6 floppies, the man
command was not on my system. It wasn't until I used DSELECT's ftp method
and installed other things (including the man reader, etc) that the command
started working for me.
