That's exactly what it is for (not writing till the disk is full though) 
- it is a place where any user can write files - most commonly used by 
programs for temporary space or some sort of lock file.  It it generally 
up to the administrator to clean up /tmp (Debian empties it on reboot, 
but if you're into uptime you'll have to come up with something else).
