First of all, see if the package will compile under Debian. You are
probably going to need to make some edits (maybe you are lucky and it has
a configure script that will detect enough things for you to make it
work). Once you can manually get it to compile, clean it back up to the
initial distribution state (usually make distclean or something like
that).

Note: make a directory ... call it <package-name>-version. Put the tarball
in there then untar the tarball letting it create its own subdir. Go into
that subdir and work to get it to compile. Once it works, I then use
deb-make to make a debian package of it. Back up in the parent dir with
the original tarball, you should find a .deb, .orig.tgz, and a diff.gz
file. There you go! If the compile completed it should have built a
package for you.
