Welcome to the joys of fdisk.  Fdisk breaks your drive into pieces. 
Once made, the only way to "unbreak" them is to undo two partitions(or
more) and make one or more partitions from the new space.  Until you
undo another partition, the 25 megs is as good as lost.  You can
reformat the 25 meg piece and mount it on the current Linux drive, or
you could use fdisk and make a bigger swap partition.
