Here's another solution-- a script I wrote to do what you're asking.

# script written by pmf to check if a ppp connection has been set up after pon

echo Checking ppp connection...

while ! grep ppp0 /proc/net/route > /dev/null
do sleep 1s
done

echo PPP connection now set up!
