Two sub projects currently use a ticket system. You might want to
look at it. It's based on (currently a non-free *sigh*) SQL database.
Major features:
. 4 priorities (high, medium, low, remind)
. NAG for the first 3 priorities via mail
. Web based, notification via mail
. Support for n different groups, disjunctive or not
. Support for m people connected to a job (called ticket)
. Rudimentary multi-language support (english/german)
. Easy to extend since it's written in perl
. Supports hierarchies of tickets (allows to add a ticket to another)
. Supports no-table-hierarchy/table output (best viewed with lynx)
Major disadvantage: doesn't use DBD yet.

I have to admit that documentation is incomplete so it might need some
fiddling setting it up.
I know that this doesn't seem to be exactly the thing you're using but it
might be of interest.
