You have to add the user to the dip (or was it dialout? better to both 
:-) group.

adduser theuser dialout
adduser theuser dip

And check the permissions of pppd:

-rwsr-xr--   1 root     dip        105532 Jun 19 02:59 /usr/sbin/pppd*

(Looks like dip is the right group.)
