PPP connects every second attempt

Hi,

    Before you guys rush to say 'Read the FAQ', let me say that I HAVE
read the FAQ - especially the topic which says 'The modem dials only on
every second attempt'. Despite  implementing the solution mentioned
there, PPP still connects only on every second attempt.

    Here is the contents of /etc/ppp/peers/IBM
