just open /usr/bin/X11/netscape in a text editor (it's a script that set's
some variables, and disallows root from running netscape.) look for the
following lines and just comment them:

# Don't allow running netscape as root
#
if [ $UID -eq 0 -o $EUID -eq 0 ]; then
echo "$0: Cannot be run an root (for security reasons)"
exit 1
fi
################################################
and that should do it.
