Well, this is not as simple as it appears. What with multi GB
drives getting cheaper by the day, most people have multiple
partitions, so one has to make sure that there is anough space in
each partition (my /usr/lib partition is the most used, at the
moment).
There is a technical solution which has each package also
include a du -S listing, and a script that gathers the data and keeps
track of space re4quired during pgrades and all, but the process is
slow, and then we lost the policy editor, and the whole effort has
stalled.
Now that we are finally moving on policy modification
processes, this may be revived soon.
