One of Debians strengths is that the packages it puts out are
quite well integrated. Looking at the file list for latex2html; I get:

______________________________________________________________________
/usr/lib/texmf
/usr/lib/texmf/tex
/usr/lib/texmf/tex/latex
/usr/lib/texmf/tex/latex/latex2html
/usr/lib/texmf/tex/latex/latex2html/foilhtml.sty
/usr/lib/texmf/tex/latex/latex2html/foilhtml.cfg
/usr/lib/texmf/tex/latex/latex2html/frames.sty
/usr/lib/texmf/tex/latex/latex2html/heqn.sty
/usr/lib/texmf/tex/latex/latex2html/hthtml.sty
/usr/lib/texmf/tex/latex/latex2html/html.sty
/usr/lib/texmf/tex/latex/latex2html/htmllist.sty
/usr/lib/texmf/tex/latex/latex2html/justify.sty
/usr/lib/texmf/tex/latex/latex2html/ldump.sty
/usr/lib/texmf/tex/latex/latex2html/url.sty
/usr/lib/texmf/tex/latex/latex2html/verbatimfiles.sty
______________________________________________________________________

	The files are put directly where LaTeX would look for them;
and hence are better integrated with the system. The issue of concern
is: why is your LaTeX installation not finding files under
/usr/lib/texmf/tex/latex/? texhash is supposed to take care of things
 like this.
