One of Debians strengths is that the packages it puts out are
quite well integrated. Looking at the file list for latex2html; I get:

The files are put directly where LaTeX would look for them;
and hence are better integrated with the system. The issue of concern
is: why is your LaTeX installation not finding files under
/usr/lib/texmf/tex/latex/? texhash is supposed to take care of things
like this.
