   I tried looking for the file on ftp.debian.org and it was not there.Any
   idea where I can find it.

You can retreive it via ftp from debian.egr.msu.edu
(ftp.mi.us.debian.org) from the directory
/debian/dists/unstable/main/binary-i386/devel.
