I don't think it does have anything to do with CDROMs.
The CD in your case is /dev/hdb, and in my system
/dev/cdrom is symlink to the appropriate device.
Can you mount it? (mount -t iso9660 /dev/hdb /cdrom)
Does the kernel find the CDROM in boot ?
