endless reboot loop



I'm trying to install Debian 1.3.1 on my Tecra 520 CDT (Pentium 166, 32MB,
4GB); I want to keep Windows95 in a 417MB partition as well.  I used the
Tecra kernel from the ftp site
(debian/bo/disks-i386/1997-10-13/special/tecra/resc1440.bin) and went
through
the installation menu, performing the following steps:

* Config keyboard
* Partition hard drive:

* Initialize swap
* Initialize LINUX partition (and mount /dev/hda3 --> / = root)
* Install OS Kernel and modules
* Install device drivers (block, cdrom)(from cdrom)
* Configure network
* Install base system (from cdrom)
* configure base system
* Install boot manager on /dev/hda3 (did it work???)
* Try to reboot from hard drive 

...and I get into an endless loop:

LILO  Loading Linux

...and after a few seconds it starts over with a reboot.

I also tried:

LILO <left shift> boot: rescue boot=/dev/hda3
No such image.  [Tab] shows a list

At one point in the install menu from rescue floppy, I got the following
error message:

"Running LILO to make the kernel able to boot from the hard disk without a
boot floppy...

sbin/dinstall: cannot create /target/etc/lilo.conf: directory nonexistent

LILO wasn't able to install.  You'll still be able to boot your system
if you create a boot floppy, but it won't be able to boot without a
floppy.

The most common reason for LILO to fail is an over-large root partition.
LILO is unable to load any block of the kernel from a disk cylinder
numbered higher than 1023.  This is often a problem with disks larger than
1 GB.  One way to solve the problem is to make a separate "/" and "/usr"
partition, so that the entire "/" partition will be below the 1023rd
cylinder."

And now when I go back to that menu and select "Make Linux Bootable
Directly From Hard Disk" I get:

"Currently it is impossible to boot from the second harddisk.  Please boot
the system using the rescue boot method and configure LILO manually."
#########################################################################

What's going on?  Does it really mean it's looking for a "second hard
disk"?  Or does it mean second partition?

Help!
