Hamm Upgrade Failure - problem with dpkg-perl_0.1-2.deb

I am trying to upgrade to Hamm.  I have run the autoup script, I think
successfully.  Now I am trying to run deselect to upgrade everything else,
but it bombs out when I try to install, complaining that:

Looking for part 1 of dpkg-perl ...
/usr/local/store0/debian/hamm/hamm/binary-i386/devel/dpkg-perl_0.1-2.deb
Running dpkg -iB for dpkg-perl ...
dpkg-deb:
`/usr/local/store0/debian/hamm/hamm/binary-i386/devel/dpkg-perl_0.1-2.deb'
is not a debian format archive
dpkg: error processing

When I look at this file using dpkg I get:

# dpkg --info ../../binary-all/devel/dpkg-perl_0.1-2.deb
dpkg-deb: `../../binary-all/devel/dpkg-perl_0.1-2.deb' is not a debian
format archive

What's wrong?  I can't upgrade anything using dselect as a result of this
bug.
