You can do it in your .Xresources file. Something like

emacs.foreground:               white
emacs.background:               Blue4
emacs.pointerColor:             Red
emacs.cursorColor:              Red

However, it may be a little different for xemacs as the widgets may have
different names (emacs version 20 is emacs20.background for instance). 
Start xprop up and point it at the xemacs session to give the proper
widget name. See xprop(1) for details.

PS. I apologize if I used the incorrect terms above (widget, class, name?)
but the idea is there.
